New chief executive for the Office of Rail and Road


Joanna Whittington has been appointed as the new chief executive of the Office of Rail and Road (ORR) from 16 January 2016.

Since March 2014, Joanna has been ORR’s director of railway markets and economics, as well as a member of the ORR Board.
In this role, she was responsible for ORR's economic regulatory role, including leading planning for the next rail funding period between 2019 and 2024.
Having previously been an economic consultant specialising in transport, and working for ORR between 1995 and 1999 including as the director of economics and finance, Joanna has been acquainted with the rail industry for some considerable time. In 1999 she joined the Office of Gas and Electricity Markets (Ofgem) where she was responsible for regulation of the wholesale gas and electricity markets and held a number of senior posts, including Director of Gas Distribution.
